Generates navigation for comic posts.
Usage:
Parameters:
$post_id (integer) the ID of the comic post.
$banner_nav (boolean) not used. Defaults to false.
$echo (boolean) Specifies whether to echo comic navigation or return it as a string. Defaults to true.
